Suppose a deliberately simplified observation is stamped 20:00 UTC and its down-leg interval is four minutes. The target event represented by that received light occurred at approximately 19:56 UTC. The observation still belongs in the 20:00 receiving-time row. Relabeling it 19:56 without explaining the change would mix reception records with target-event records. The phrase one-way matters. This value is not a radar round-trip delay. Nor does it include an arbitrary delay from when an observer downloads the data. In an observing worksheet, keep reception timestamp, delay, and inferred target-event timestamp as three fields. If a market price is placed beside the observation, align it to the reception timestamp unless the research design explicitly calls for something else. Otherwise a basic timestamp error can look like a discovered lead or lag.
